摘要：Oklahoma had the dubious distinction of having the nation's highest female incarceration rate in 2002. The rate was 131 females incarcerated per 100,000 female population, 143% higher than the national rate of 54. In 2003 this dropped to 127 while the national rate rose to 62. Why does Oklahoma have such a high female incarceration rate?
