摘要：Water resources management concept applied today is based on the availability water of natural channel, which is according to the normal flow. Theoretically, the concept is not correct because wate demand itself is undetermined. Besides that, sustainability water resources managemen concept is not clearly understood by the user or organizer, with the result that operation to be vague. This paper is introducing resilience index as a lower bound in the sustainable water resources management.
