Este artigo tem como propósito apresentar e discutir parte de resultados de pesquisa que se propôs a analisar a capacidade institucional de municípios paulistas no planejamento de políticas educacionais, com base nos aspectos que se referem à estrutura e funcionamento de sistemas/redes de ensino, à gestão de pessoas e à gestão pedagógica. O estudo-piloto foi realizado em dez municípios de três Regiões Metropolitanas do Estado de São Paulo. O artigo apresenta, inicialmente, diferentes visões sobre o conceito de capacidade institucional e, na sequência, analisa dados obtidos em fontes oficiais e em entrevistas realizadas nos municípios pesquisados.

This article presents and discusses part of the results of the research intended to examine the institutional capacity of São Paulo state municipalities regarding education policy planning, based on the aspects pertaining to: structure and operation of school systems; human resource management; pedagogical approach. The pilot study was carried out in ten municipalities of three metropolitan areas of the State of São Paulo. Initially, it presents different views on the concept of institutional capacity, followed by an analysis of the data obtained from official sources and in interviews done at the chosen municipalities.
