标题：El institucionalismo centrado en los actores: una perspectiva analítica en el estudio de las políticas públicas

摘要：Los nuevos institucionalistas coinciden en que las instituciones son relevantes para explicar el desarrollodel juego político. Pero cuando se trata de explicar cómo emergen las instituciones y cuál es surelación con los agentes las teorías ofrecen un panorama de diversidades difícilmente abarcable. Elargumento central que se plantea en este artículo es que, si bien existen diferencias ontológicas yepistemológicas entre las diferentes variantes institucionalistas, mientras los enfoques racionalistasse centran en el agente y los culturalistas en la estructura, es posible superar estas diferencias yutilizar enfoques complementarios. Por ello se profundiza en el institucionalismo centrado en losactores un enfoque relacional entre el agente y la estructura para el análisis de las políticas públicas.
其他摘要：The new institutionalism agrees that the institutions are important to explain the development of thepolitical game. But when they try to explain how the institutions emerge and which the relationshipwith the agents is, the theories offer a diversified panorama difficult to embrace. The central argumentin this article is that although ontological and epistemological differences between the differentinstitutionalism variants, while the rationalist approaches are centered in the agent and the culturalistsin the structure, is possible to surpass these differences and to use complementary approaches. Thusin this paper will be deepened in the actor-centered institutionalism, relational approach between theagent and the structure for the analysis of the public policies.
