标题：Los resultados de las elecciones de 1998en Venezuela: ¿hacia un cambio político?

摘要：Durante el último proceso electoral de este siglo, el 8 de noviembre de 1998, los venezolanos eligieron gobernadores de estado y representantes a las asambleas legislativas regionales, así como también diputados y senadores al Congreso Nacional, y el 6 de diciembre, al Presidente de la República. Este proceso, al igual que el de 1993, en el marco de una triple crisis: crisis de legitimidad del sistema democrático, crisis de representatividad de los partidos políticos tradicionales (principalmente el socialdemócrata AD y el socialcristiano COPEI) y finalmente, crisis de las instituciones del Estado. En este trabajo se analizan los resultados electorales de ambos procesos, desde el punto de vista de las tendencias detectadas en los análisis de anteriores elecciones. En la primera parte hacemos especial referencia a la elección del presidente Rafael Caldera en 1993 y su gobierno. Luego enfocamos el cambio de las reglas del juego electorales en 1997 y 1998. Más adelante se analizan las dos fases de este proceso, y finalmente, hacemos algunas consideraciones sobre las futuras tendencias en la cultura política y el comportamiento electoral de los venezolanos.
其他摘要：In the last electoral process of this century, November 8,1998, Venezuelans chose their state governors and representatives to regional legislative bodies, as well as the representatives and senators in the National Congress, and on December 6th, the President of the Republic. This process as well as that of 1993,was held in the throes of a triple crisis: the crisis of the legitimacy of the democratic system, the crisis of the representativeness of traditional political parties (mainly the social democratic party, Acción Democrática-AD, and the social Christian party-COPEI), and lastly, the crisis within state institutions. In this paper we analyze the electoral results of both processes, from the point of view of the tendencies detected in the analyses of former elections. In the first part we make special reference to the election of President Rafael Caldera in 1993 and of his government. Then we focus on the changes in electoral rules in 1997-1998. Later, we analyze the results of the two phases of the process process under study, and finally, we point out some considerations as to the future tendencies of the political culture and electoral behavior of Venezuelan people.
