标题：Los equipamientos urbanos como instrumentos para la construcción de ciudad y ciudadanía

摘要：Los equipamientos urbanos han tenido históricamente un papel funda- mental como espacios que permiten a los ciudadanos ejercer el derecho a la ciudad. ¿Cómo la arquitectura y el urbanismo contribuyen a garantizar ese derecho? ¿Cómo los equipamientos favorecen la construcción de ciudad y ciudadanía mediante una mejor integración con el entorno? En algunas ciudades del país el desarrollo de nuevos e importantes equipamientos, sumado al mejoramiento de infraestructuras existentes, ha permitido reducir una “deuda social” acumulada. Sin embargo, quedan muchos retos en el camino hacia el fortalecimiento de los procesos de inclusión social y para lograr el funcionamiento óptimo de estos espacios en su relación con el entorno.
其他摘要：Urban facilities have historically played a fundamental role as spaces that allow citizens to exercise their right over the city. How do architecture and urbanism actually contribute to guarantee this right? How do the facilities give an advantage to the construction of the city and citizens through bet- ter environmental integration? In some cities in the country the develop- ment of new and important facilities, constructed by improving already existing infrastructure, has led to the reduction of an accumulated “social debt”. However, there are still many challenges to be faced on the road to strengthening the processes of social inclusion and to achieving the opti- mal functioning of these spaces in relation to their environment.
