Until the 19th century, through appropriate management of this resource and adaptation to its scarcity, the population thrived without depending on any water supply from other areas. People have also adapted to long hot seasons through traditional housing and urban forms, with medina, suburbs and jneins (gardens). Since the early 20th century, with a rapidly growing population as a result of a sustained rural exodus, the conurbation has spread substantially across the coastal plain. The region is currently becoming denser, modifying the local climate (urban heat island forming, natural ventilation decreasing as a result of the coastal breeze) and making it necessary to condition the air in some buildings despite the excessive hike in energy bills. In order to meet the growing needs in drinking water, official bodies and management companies must make substantial use of extra-regional supply. Even if the relatively high cost of the water is motivating some clients/users to limit consumption, there is a growing demand. In a context marked by high uncertainty about the future of the climate, Sfax has become most vulnerable. The authorities need to reflect about policies to mitigate the probable adverse health effects of climate change and its economic impacts.
