Aldama, Chihuahua, México Key words: drought, hydrology, Mexico, rainfall, water management, water resources DOI : 10.1684/sec.2006.0059 Page(s) : 475-84 Published in: 2006 The international ‘Río Conchos’ basin is an important source of water for industrial development and agriculture and human use in several border States of northern Mexico and the southeastern United States of America (Chihuahua, Coahuila, Nuevo León, Tamaulipas, and Texas). This manuscript presents the historical evolution of rainfall variation and water storage in three of the major hydraulic systems of the Río Conchos basin during the last 60 years. During the identified drought periods, some agriculture districts that irrigated from the Conchos River were affected. A hydrologic drought period from 1993 to 2003 produced severe impacts and 40% of the total agricultural zones were not cultivated due to the lack of water. Water and agricultural agencies took several actions concerning the rights of water use by the farmers. However, these actions were not enough to mitigate the negative effects of this long dry spell. As a result, the authorities decided to initiate an awareness-raising campaign for changing from traditional and obsolete irrigation systems to more efficient water use systems. This analysis also visualized the need for a better water management plan of the water reservoirs and groundwater sources during the rainy years when water availability is not a problem. This could be a tool to mitigate the negative effects of long drought periods such as the one that occurred during the last ten years.
