The four steps are: hazard identification, assessment of dose-response relations, exposure assessment and risk characterisation. This methodological development has led to the publication of a sizable body of scientific knowledge. Recent developments in toxicology include the identification of both effects and modes of action. Taking these into account and analysing the consistency of data from animal and epidemiological studies, we suggest structuring the hazard identification step to improve the choice of the toxicity reference value (TRV) and the interpretation of the risk assessment results. Some examples illustrate the importance of this consistency analysis and point out the interest in considering the entire dose-effect relation and not only the "critical effect" considered in deriving the TRV. This process would strengthen the interpretation of the public health implications of these assessments.
