摘要：Increased demands on water supplies are derived from a multitude of uses includingrecreational, industrial, municipal, environmental, and agricultural. Construction of new waterstorage and conveyance facilities to meet these demands is no longer feasible. Cost effectivesites have already been developed (Turner and Perry 1997) and recent environmental concernseffectively prohibit new construction. Reallocation of water from current users is the lowest costalternative to meet emerging higher valued water demands.
