摘要：For many years, in fact since 1924-25, complaints regarding the cost of German scientific periodicals have appeared in the literature of many countries. One of the first published statements in this regard was a resolution read before the 27th meeting of the Medical Library Association in 1924, by Mr. Frankenberger. This resolution had been drawn up by a committee composed of Mr. Bay, Mr. Wilson and Mr. Frankenberger. This was followed by various articles appearing in the periodicals of different countries from time to time.
