Con el surgimiento de actores internacionales no estatales, aunque no solo por ellos, la política internacional se ha convertido en global. Las esferas de influencia de los Estados también se encuentran bajo revisión práctica y política. Si se entiende la gobernabilidad global como un proyecto normativo, basado en la cooperación internacional, la conciliación de intereses y la justicia, deberían desarrollarse los mecanismos para tematizar y combatir los problemas globales que están en el "ángulo muerto" del horizonte de los actores globales fuertes.

With the emergence of non-State international actors, although not only as a result of them, international policy has been transformed into global policy. The sphere of influence of the States is also submitted to a practical and political revision. If we understand global governability as a normative project, based on international cooperation, the conciliation of interests and justice, we need to develop the appropriate mechanisms for identifying and resolving those global problems which are in the "blind spot" of the more powerful global actors.
