Este artículo intenta recorrer de manera crítica algunos de los ejes prioritarios de la futura evolución de la Comunidad Andina. Para empezar analiza rápidamente el proceso de integración económica resaltando algunas de las dificultades que hasta ahora han aparecido. Luego retoma la reforma institucional en la que se destacan algunos aspectos, identifica la búsqueda de una política exterior común como un proyecto excesivamente ambicioso, y señala que el problema social se debe en parte a que hasta el momento el esfuerzo ha estado mal dirigido.

This article attempts a critical review of some of the key priorities for the future evolution of the Andean Community. It begins with a brief analysis of the process of economic integration, emphasizing some of the difficulties encountered up to now. It then broaches the institutional reform, suggesting that the attempt to adopt a common foreign policy has been too ambitious and that the incapacity to promote an effective social program is consequence, up to the present, of ill-conceived policies.
