摘要:Unemployment was a very hot issue in 1909, in Britain, in Continental Europe and around the world. At the political level, socialists were asserting the Right to Work, or to a decent level of income provided by the state if this right were denied. More pragmatic trade unionists, Labourites, New Liberals, Old Liberals and Conservatives reacted to these demands in a variety of ways, but they all agreed that something had to be done (Harris 1972; King 1995; Whiteside 1979). In academia there was a flurry of articles, polemics, public lectures and reviews. Between 1908 and 1910 the Economic Journal alone published four articles on unemployment and seven book reviews, one of them welcoming the publication of an 800-entry international bibliography on the economics of unemployment and unemployment relief (Taylor 1909).
