摘要:In 1977, Congress passed the Commu-nity Reinvestment Act (CRA) to encouragefederally insured depository institutionsto lend in low- to moderate-income neigh-borhoods and to low- to moderate-incomepeople. Since then, the profitability of themany special lending programs designedto achieve these goals has been questionedon both theoretical and practical grounds.1Arguments range from "if the businesswas profitable you wouldn't have to pres-sure institutions to do it" to "we foundnew markets and new profits throughCRA lending." While CRA requires banksand thrifts to "help meet the credit needsof communities in which they are char-tered," it further cautions that these effortsshould be "consistent with safe andsound operations of such institutions
