摘要：A democracia deliberativa está, na erahodierna, muito próxima do que seconvencionou chamar "ciberdemocracia"num paradigma que altera, consequente-mente, as rela..es entre a política, a par-ticipa..o democrática e a comunica..o.Como n.o é, actualmente, possível dis-cutir quest.es relacionadas com a cidada-nia e com os processos de comunica..opolítica sem fazer referência às estruturastecnológicas que potenciam o debate pú-blico, torna-se importante discutir a pre-sen.a da microelectrónica na lógica defuncionamento dos processos actuais decomunica..o. Deste modo, propomo-nosanalisar três consequências fundamentaisda presen.a da microelectrónica nas soci-edades contemporaneas: a primeira temque ver com a altera..o na estrutura ins-titucional da comunica..o de tipo n.o re-lacional; a segunda diz respeito às mu-ta..es no espa.o deliberativo; a terceirarefere-se, especificamente, à intensifica-..o da vigilancia electrónica
其他摘要：Nowadays, it is not possible to discussquestions about citizenship and commu-nication policy without mentioning thetechnological structures that enhance thepublic debate. Through this way of thin-king, it is important to include the Inter-net in the set of stages which contribute togive the public sphere a higher coverage.In the current model of network com-munication, citizens are no longer onlyspectators in the arenas of public discus-sion, but active participants in a process that disrupts the traditional paradigm bro-adcast (media) – receiver (hearing). Inthe period of communication for the mas-ses, the public sphere was controlled byagents of the media system who conditi-onated the subjects of public discussion,due to a rigorous selection over whatshould reach the public and what the pu-blic should retain. However, somethingprofound has changed the relationshipsbetween politics, citizenship and commu-nication. In the recent model of .mass-self-communication., the citizens no lon-ger .have to ask permission. to .gateke-epers. to have direct access to the debateand to the decisions around common cau-ses. Indeed, in cyberspace hierarchies va-nish in favor of a decentralized and opencommunication. But, there's always aprice to pay. Ironically, the technologiesthat increase the citizenship are the samewhich intensify the electronic eye and thepanopticon surveillance society
