摘要:T HE EXISTENCE OF MANMADE CONSTRAINTS On the choice set in social processes is too well known to belabor. Constitutions constrain the will of majorities; rights hamper the ability of even supermajorities to effect transactions; common morality attempts to limit our consumption decision. One frequent judgment about some of these constraints is that they are inefficient.' One interpretation of a state of affairs where our theory tells us an activity is inefficient, but the activity persists in spite of our valiant efforts at education, is that we really do not understand the activity.
