Healthcare management, especially in public sector, calls for a radical improvement. To achieve this, it is necessary to increase the quality level of information systems which support management.
Every regulation concerning information processing influences a respective information system, and consequently, electronic systems used in data processing. Legal determination of standards and norms for the construction of information systems of standards and norms for the construction of information systems and electronic systems, facilitates its implementation and development. Spreading awareness of the necessity to use them is a priority task in the field of healthcare informatisation.
Accession of Poland to the European Union imposes more extensive application of standards and norms developed by the ISO (International Organization for Standardization), CEN (Comité Européen de Normalisation), DIN (Deutsches Institut für Normung), PKN (Polish Normalisation Committee), IEEE (Institute of Electrical and Electronics Engineers).
This is confirmed by the amended public commissions law and by several European directives.
The article presents a review of legal acts, problems and normalisation organisations’ activities in the area of information and electronic systems in healthcare. The lack of norms and standards, or of their universal application, can be an important factor hindering implementation of complex, extensive information systems (an example of the Medical Service Register). It can also block the system of public commissions in healthcare.
