摘要：By introducing expressive voting in the Downs-Hotelling model and allowing voters to abstain from elections, this paper illustrates that low ideological motivation to vote will induce divergent ideologies among candidates because candidates need extreme ideologies to attract extreme voters. Moderate voters will choose to abstain from elections.
