摘要：The integration process raised many doubts, including the concerns about the capacity of the EU institutions to absorb the wider variety of opinions that would have to be taken into account in the decision-making process. Questions were raised about the costs of the enlargement, as most of the newcomers had significantly lower income levels than the average of the incumbent Member States.
