摘要:This is indeed the question facing Greece and the
European Union at present. One of the founding
principles of EMU had been from the beginning the
‘no-bailout’ principle enshrined in the Treaty of
Maastricht. Article 125 states clearly that neither
member states nor the EU guarantees the public debt
of any individual member state. This does not impede
member states to grant each other assistance, but it is
clear that in the ultimate instance national debt
remains a national responsibility.
