This article discusses the creation of Project Monitoring Tourism and Culture of the Serra Gaucha, which in its initial stage, includes the ten cities of the urban north-eastern state of Rio Grande Do Sul (ELL). The creation of the Observatory has been provided in the proposed Integrated Tourism Enhancement of the Cultural Identity Territories (victuri), funded by the URB-AL, the European Commission. The program in Tourism Degree from the University of Caxias do Sul coordinates and develops research activities of the Observatory, whose main objective is to contribute to regional development, um process of socialization of knowledge, by means of an electronic portal ( www.observatur.org.br ). The initiative demonstrates the cooperation and the possible presence of real exchange between public and private projects of common interests that enhance the regional capital.
