摘要：In France, in the fifties, Culture underwent a deep semantic change revealed by, at once, national and local political definitions. In the same time, the Society, geographical territories were upset by transfers stemming from various factors, as globalization, fast developments of physical networks and TICs and through urbanization. So, with the recent fashions of communication (internet, mobile, WiFi phone), new cultural practices of local actors appeared, without including all that by public policies who don’t really worry about it. That’s why, a terrritorial Intelligence process linked to and with a cluster approach could be efficient tools in this territorial reconfiguration. The territory would become holder of a multidisciplinary transverse way of plan by the creation of common contents at medium and long term.
