摘要：The principles of harmonization drawn up at EU level in this field are laudable, at least in terms of intent –the quest for “best practices” or the laying down of rules, not in detail, but just to the extent necessary to ensure that certain “minimum standards” are observed. The phased introduction of the HICP is, in any case, to be welcomed. It should likewise be accepted that, when regulation are being drawn up, a country may be outvoted.
