摘要：Governments need not, and should not to be idle. There is much they can do to spur competitiveness and economic growth. Choosing the right policies is a matter of cost-effectiveness. Some highly cost-effective policies are to curb public borrowing, to increase public investment in education, in infrastructure and in certain sorts of research and development. Also, governments are striving to cut their budget deficits. The most successful debt-cutters have been those who are bold enough not to raise taxes, but, rather, to trim expenditure and the supposedly sacred areas of spending at that.
