摘要：The fishing industry has been an object to regulation from the authorities in Western
societies for the last decades, at the same time; other industries have gained more
freedom. The cause for this discrepancy in policies is the location of the fishing industry
in remote areas, where there is a political agreement on fighting ongoing depopulation.
Furthermore, the declines of the fish stocks in the last decades have contributed
encourage the involvement of the authorities. Authorities have responded to this trend
by recommending and implementing quotas and capacity reduction in the industry. This
paper shows that determining the optimal quota can be done independently of
determining the effort and the rate of harvest (the biological factors). Moreover that
reduction in the capacity of the industry can severally contribute to reduce the revenues
of the industry and thus, contribute to escalate the depopulation the fishery dependent
remote areas
