摘要：This paper deals to the unending task of building an Administrative Law based on hermeneutics principles and guided to create the conditions of possibility to the unfolding of Democratic State of Law. The hermeneutic philosophy, as well as the philosophic hermeneutic, constitute by privileged theorical bases to allow what could be called by ontologicalization of administrative system, in other words, a concerned view by the sense of judicial administrative ones, becoming important the perspectives of modern constitutionalism.
