摘要：For the design of Management proposal for the effective participation of the community in the administration of the County of Naguanagua of the State of Carabobo, it is absolutely necessary to do a research on the way the participation or collaboration of the citizen is performed in the execution of the programs that lead to give real solution to the problems of the communities according to this thesis, it has to be done starting with the principles of self administration that should be put finto practice by the communities; therefore, the policies apply by the Major of Naguanagua have to get to resolve the problems of the communities in absolute coordination with the citizens of the County of Naguanagua, just as it is established by the law. This procedure must be followed in order to succeed in the solution of the problems of the County. The methods apply in this research is the model of incorporated
management, which is founded in the principal of planning strategy for accurate application. The management strategies will let the integration of several communities which are part of the county of Naguanagua, and also they will facilitate the application of the self-administration in the County of thought the Council of the Organized Neighborhood,
