摘要:In practice, the adverse effects that a chemical
substance gives rise to depend on two factors:
inherent properties and actual exposure.
To avoid adverse effects, those responsible
for how a substance is used have to adjust the
processes (and thereby the exposure) to the
substance¡¯s inherent properties.
Before a chemical product is used, the risks
associated with exposure should be investigated
and assessed in accordance with the best
available science. Safe handling requirements
should also be identified. This information should
follow the product, so that it reaches everyone
who uses it or is responsible for its use. It is the
information on which users of the substance
should base decisions concerning avoidance of
negative health and environmental effects. This
information is also essential for public authorities
in their control function in relation to the companies.
