摘要：The paper discusses the processes in the mobilization for and implementation of the communitybased information system in selected case study sites in the Philippines. The study dwells on the importance of having a set of indicators in conducting local level planning process using indicators to determine what problem areas can be prioritised, and focused targeting of persons and areas with the most problem. The indicator system provides objective basis for decisionmaking and brings confidence to the community in local governance. Some areas for improvement in implementing the system are discussed in the paper.
