摘要:This article examines the ongoing conflict onCyprus between Greek and Turkish ethnic groupsin conjunction with UN Secretary General KofiAnnan’s peace plan and discusses why the planfailed to produce a mutually-accepted solution. Thestudy first portrays a comprehensive analysis of theissue, reviewing both internal and externaldynamics of the conflict. Following that Annan’speace efforts, in general, and his plan, inparticular, were evaluated and criticized. In thisregard, the plan’s failure is attributed to Annan’sstrategic mistakes and more important, his plan’sfailure to capture the relational dimensions of theconflict. Based on the critiques, the direction thatfuture peace efforts ought to follow is alsoaddressed.
