Richard Turman Named Associate Director for Budget

Richard Turman has been named Associate Director for Budget by Elias A. Zerhouni, M.D., Director of the National Institutes of Health (NIH). Mr. Turman fills the position previously held by Donald C. Poppke, who retired in September 2003.

Mr. Turmans experience in the areas of medical research funding and policy issues, as well as his extensive knowledge of many of the groups that NIH serves, make him the ideal person for this position, said Dr. Zerhouni. He joins us at a critical time for NIH and I look forward to working closely with him.

Mr. Turman came to the NIH from the Association of American Universities (AAU), where he was the Director of Federal Relations since January 2000. He served as Branch Chief of the U.S. Office of Management and Budget from 1995 to 2000, where he helped to form policies in the areas of legislation and budget for the Public Health Service and the HHS Secretarys office. Prior to that, he served as a legislative assistant to Senator Herb Kohl of Wisconsin and worked as a budget examiner in the U.S. Office of Management and Budget.

Mr. Turman received his Masters of Public Policy from the University of California at Berkeley in 1987 and received his Bachelor of Arts in History and Economics from Cowell College at the University of California at Santa Cruz in 1983.

The National Institutes of Health is an agency of the U.S. Department of Health and Human Services.
