This issue is a special issue devoted to the topic of the American presidency and foreign policy. Under the capable direction of guest editors Glenn Hastedt and Anthony Eksterowicz--both with James Madison University--the emerging challenges associated with presidential foreign policy making are examined. The guest editors have assembled an impressive group of scholars to contribute to this issue, and I am confident readers will find their work to be timely and provocative.

This issue also marks the fifth year of the journal's existence and fourth year of publication. As is the case with most scholarly journals, White House Studies rotates the editorial board's membership to expand the circle of collaboration and foster new ideas.

With this issue, the journal is fortunate to welcome several new members to the editorial board. These individuals bring a wealth of scholarly experiences and talents to the board and I thank them for offering their time and service to the journal. Additionally, the journal will benefit from the addition of two new Associate Editors: Dr. Michael Devine, Director of the Truman Presidential Library in Independence, Missouri; and Dr. Tom Lansford of the University of Southern Mississippi. Dr. Lansford previously served on the journal's editorial board. Richard Yon, a graduate student at Florida Atlantic University, will be serving as editorial assistant for the four issues of 2004.

I also wish to acknowledge the service of several colleagues who helped launch the journal back in 2000, and served on the inaugural editorial board: Mary Regula, Director of the National First Ladies' Library; Dr. Sean McCluskie, senior aide to Congressman Pete Stark (D-Cal); Dr. Gil Troy, historian and presidential scholar with Canada's McGill University; Elizabeth Thacker-Estrada, first lady scholar and an administrator and librarian with the San Francisco Public Library; Anne Chieko Moore, educational specialist with the President Benjamin Harrison Home; Dr. Mary Linehan, historian with Spalding University; Dr. Virginia Chanley, formerly of Florida International University and presently a political consultant; Dr. Catherine Allgor, a historian formerly at Simmons College and presently on the faculty of the University of California, Riverside; Dr. Myra Gutin, a communications scholar at Rider University; and Frances Hughes Glendening, former First Lady of Maryland.

Lastly, I also wish to thank Colton Campbell, who served as Associate Editor and Book Review Editor for the journal until accepted a new position with the Congressional Research Service. Dr. Campbell will, however, remain on the editorial board.
