-EUROPE'S biggest maritime event, the finale of The Cutty Sark Tall Ships Race, begins in Portsmouth on Thursday. Up to 70 ships will be in the harbour for the four-day specualar, which includes bands, street entertainers, magicians, a Pirates Party and Punch and Judy shows for the kids.
