摘要：The paper analyzes the problem of constructing of diagnostic systems of socio-economic development of the regions,which is the key to effective management and prevention of crisis situations in various spheres of life in the region. The proposed approach to building a system to diagnose problems of socio-economic development of regions suggests that diagnostic system must be formed on two levels: rapid diagnosis,the purpose of which is to identify the problems of development,and fundamental diagnosis,the purpose of which is to determine the causes of problems and threats to social and economic development of the region,taking into account industry-specific regions and enterprises engaged in economic activity in the region,and other characteristics of the region. Timing of the diagnosis should be coordinated with the time needed to make decisions,especially operational management. It is shown that the most appropriate instrumental methods for rapid diagnosis methods are short-term forecasting,signal approach,leading indicators;within the fundamental diagnostics – structurally logical analysis,correlation and regression analysis,VAR-models and simulation.
