摘要：The objective of the European Community in the field of the means of commercial defence is to adjust the problems of the EU market caused by unfair practices of the third countries by means of dumping and subsidies. At the same time, the EU member states may use certain means of commercial defence as well as safeguarding means. These may be applied when the Community imports record unexpected and massive growth causing considerable prejudice to the Comumunity producers.
