标题：A Política do Retrocesso: educação e desigualdade no Brasil

摘要：O presente trabalho possui como objetivo analisar a desigualdade social no Brasil, considerando as políticas públicas voltadas à educação, a partir do marco legal promulgando a universalidade do ensino com financiamento público, e as medidas políticas de corte de recursos para a educação, instaurados em 2016 até o tempo presente. A pesquisa foi baseada na literatura sobre à lógica da educação como mecanismo redutor da desigualdade. Foi discutido, no percurso da pesquisa, os trechos das leis brasileiras voltadas à garantia da educação e a reação dos segmentos da sociedade civil incumbidos do controle social, frente aos cortes de verbas governamentais. Como resultado, têm-se a constatação de inúmeras perdas para toda a classe estudantil, profissionais da educação e de outros serviços prestados pelas Instituições Federais de ensino superior. O estudo apresentou, em seus parâmetros finais, a tendência ao desmantelamento das instituições públicas de ensino superior devido aos cortes de recursos de forma abrangente, do fomento à pesquisa até a esfera da manutenção básica. Tais medidas governamentais pautadas no projeto neoliberal acentuam o propósito de desestatização e privatização das referidas instituições.
其他摘要：The present work aims to analyze social inequality in Brazilian society, considering public policies aimed at education from the legal framework promulgating the universality of education with public funding and the recent political measures to cut resources for education, established since 2016 until the present time. The research was based on the literature on the logic of education as a mechanism to reduce inequality. It was analyzed, in the course of the research, the excerpts of Brazilian laws aimed at guaranteeing education and the reaction to the cuts in government funds of the segments of civil society in charge of social control. As a result, there are numerous losses for the entire student class and education professionals and other services provided by Federal Institutions of higher education corresponding to the federative unit and constituted in the form of universities, institutes and schools of technical and high levels. The study then presented, in its final parameters, the tendency and direction towards the dismantling of public higher education institutions due to the cuts in the most basic resources for their maintenance. Such governmental measures lead to the path of the neoliberal project for the privatization and privatization of these institutions.
