摘要：O objetivo deste artigo consiste em investigar o diálogo que se estabelece entre a legitimação do Movimento Open Access e a Agenda para o Desenvolvimento da Organização Mundial da Propriedade Intelectual. Em vista da configuração da Sociedade da Informação baseada na economia do conhecimento, os direitos autorais representam assuntos estratégicos no âmbito das negociações internacionais. Entretanto, o contexto da comunicação científica apresenta uma contradição no modelo de regulação dos direitos autorais: a apropriação versus a socialização do conhecimento. O movimento Open Access pode representar um caminho para equilibrar as funções dos direitos autorais, principalmente, nos países em desenvolvimento.
其他摘要：The purpose of this paper is to investigate the dialogue established between the legitimation of the Open Access Movement and the Development Agenda of World Intellectual Property Organization. In view of the setting of the Information Society based on the knowledge economy, copyrights represent strategic issues in international negotiations. However, the context of scientific communication shows a contradiction in the model of regulation of copyrights: ownership and the socialization of knowledge. The Open Access movement may represent a way to balance the roles of copyright, especially in developing countries.
