摘要:This research examines the perpetually overlooked gap between the U.S. Tobacco Buyout and tobacco product litter. The authors highlight how a specific policy change can have widespread effects when environmental externalities are taken into account. The benefit-cost ratio associated with the controversial U.S. Tobacco Buyout will grossly understate the positive impact of the program if externalities are not accounted for. This ratio more than doubles from 1.25 to 2.66 when reductions in tobacco related litter are included.
