摘要：The problem of poverty is still a challenge for developing countries,including Indonesia. Poverty alleviation programs have been implemented by ministries and agencies. From a series of ways and strategies,is still oriented towards the development of infrastructure,credit assistance,and educational assistance. Though poverty is a complex problem,which involves many factors including local institutional and social capital. However,the condition of social capital is currently showing a declining trend so it is necessary to reform the social capital within an existing local institutions. To find out how social capital can be utilized in a local institution (BKM),this research focuses on the elements of social capital ini local institutions. The results showed that BKM can build social capital in poverty reduction efforts,such as: social networks built through the formation of Self Help Groups thereby increasing network of poor households. Trust is built through open dialogue with residents and management of the Group of Governmental with the opportunity to obtain assistance loan. And Norma were built in the spirit of togetherness (gotong-royong) and the reciprocal relationship between the business group as the recipient of loans and Community Self- Reliance Agency as aid loans. The conclusion from this study that the BKM can build social capital in poverty reduction efforts. However,the three elements of social capital needs to be developed further in order to obtain lucrative benefits,especially in poverty reduction efforts..
