摘要：Food Work Compact (PKP – Padat Karya Pangan) Program is implemented to answer the problems of poverty and powerlessness of rural community at North Central Timor District. Through Food Work Compact Program,the government attempts to manage the strategy of this program with innovative and creative work system,with commitment and with approach to empowerment of rural community. Such management is important because the community of North Central Timor has potentials such as adequate land for gardening and the presence of Field Agriculture Counselor/ Field Mentor who will use their creativity in counseling. However,some constraints are found such as community’s habit to work on slash-burn work system and less optimum quality of field counseling. Therefore, the government needs to manage the implementation strategy of Food Work Compact with competitive work system, intensive empowerment approach strategy,and good coordination between the implementing actors of Food Work Compact Program to improve the empowerment of rural community..
