  • 摘要:Solo una mínima parte del gran proyecto de reforma institucional diseñado en las Cortes de Zamora se aplica efectivamente, lo que explica el malestar que ponen de manifiesto las protestas de las cortes de Madrid de 1433; por otra parte, las Ordenanzas de Segovia constituyen una respuesta, imprescindible, pero parcial. Mientras se hace visible un incremento de poder de la oligarquía gobernante, en particular de don Álvaro, lo que comienza a provocar reticencias en ese grupo, las Cortes de Madrid de 1435 denuncian ásperamente el incumplimiento de importantes compromisos contraídos en Zamora, especialmente los que pretendían limitar el control de la vida municipal por los grandes, y replantean de nuevo viejos problemas de carácter fiscal, económico, jurídico, y administrativo. Aquella desconfianza y este descontento, además de la patente diferencia de objetivos de los miembros de la oligarquía, harán inviable todo proyecto de reforzamiento institucional. Only a small part of the great institutional reform project approved in the Cortes of Zamora was actually implemented, leading to dissatisfaction and the ensuing protests of the Cortes of Madrid of 1433. On the other hand, the Ordinances of Segovia were to provide an essential, if only partial, solution to this issue. While the ruling oligarchy —especially the faction led by Álvaro de Luna— visibly increased its power, leading to political animosities, the parliament of Madrid of 1435 denounced the neglect of important commitments adopted in Zamora. These concern the limits to municipal control by the high nobility, and once again the Cortes reiterates the need to deal with previously unresolved fiscal, economic, legal, and administrative issues. Along with irreconcilable differences in the objectives of the members of the oligarchy, distrust and dissatisfaction made unfeasible any project of institutional reform.
