- 摘要：Este artículo describe la forma cómo las autoridades políticas condujeron la defensa y las relaciones político-militares entre 1860 y el Centenario de la Independencia en 1910. Para tal efecto, y considerando los factores que inciden en la conducción de la defensa en cualquier sociedad, se analiza el escenario político doméstico del país, caracterizado por la estabilidad institucional y el afincamiento del liberalismo como idea política dominante; luego se describe el entorno de seguridad de la república en ese período, de suyo complejo y muy azaroso. A continuación, se ponderan las relaciones político-militares, enfatizando sus aspectos doctrinarios y jurídicos especialmente las ideas de Portales y la forma cómo estas son plasmadas en la Constitución de 1833. Finalmente, se considera la manera en que la clase dirigente asumió la conducción de la función de defensa dentro de una lógica más amplia de posicionamiento preeminente de Chile en el escenario local, con algunas conclusiones sobre el tema.
- 其他摘要：This article describes the way political authorities conducted Defense and the political military relations between 1860 and the independence Centennial in 1910. In order to achieve that, and taking into account the factors that affect the conduct of defense in any given society, the domestic political scenario of the country at that time was seen as an stabilized institution and the dominance of liberalism as main political idea, thereafter the security environment of the republic is described in that period, as a very complex and difficult one. Following that, the political-military relations are balanced, stressing their doctrinal and juridical aspects, especially the ideas of Portales and the way in which are written down in the 1833 Constitution. Finally how the leadership view the conduct of the defense function, is considered within the parameters of a wider logic of the preeminent position of Chile in the local scenario, along with the pertinent conclusions.
