  • 摘要:If we are to regenerate communities there is a need to offer the skills that will get the local economy right. Communities need entrepreneurs, people with business skills and individuals who are innovators. Just as importantly we need to be able to access the wider markets, trade on a level playing field and participate in a knowledge economy by having the opportunity to add value. E-Learning can provide the local access to these opportunities and providing people with the confidence to access e-Learning is an essential first step. To facilitate these first steps in areas where access to mainstream provision is difficult we can build upon the brokerage model to create our Learning Communities. Learning communities build social capital. The Learning Community Test Bed (TLC) at Craven Arms in Shropshire is a journey towards an ethos where members of a community can demand the learning they want and where learning gets a public face rather than being a discreet activity. The TLC explored the importance of brokers and local champions in becoming the focus for bringing together people and providers in local learning spaces.
