摘要:The Housing Act 2004 will revolutionise residential property transactions in England and Wales by introducing the ‘Seller’s Pack’ which will require an energy efficiency and condition survey to be undertaken by Licensed Home Inspectors. To qualify as an inspector a Level 4 VRQ must be taken, which includes a final assessment by examination, sat on-line at a registered assessment centre, at a time of the candidate’s choice. This paper reports on the development of this examination, up to its first successful deployment in March 2005. The paper explains and comments on the scope of the examination, the level and breadth of the body of knowledge to be tested, the type and variety of questions, the assessment thresholds for the multiple-choice format, and the challenges of designing the on-line examination mechanisms. The paper’s conclusions and recommendations distil the key points in the development and deployment of this innovative built environment assessment model.
