标题：Does university performance matter for EU programmes in the Southeast Europe: Case study HORIZON 2020

摘要：
The article examines the educational system in South East Europe in light of the opportunities coming from the European Union Programmes respectively Horizon 2020, as the recent EU innovation and research programme. The main objective of the article is investigating the correlation between the University performances on probability of obtaining EU programmes specifically Horizon 2020 projects. There is crucial to test whether high ranked universities have successful rate on the Horizon 2020 projects or in contrary the University Management is a significant factor for the successful rate on Horizon 2020. In order to analyze empirically this phenomenon, we compare the main public Universities of the South East Europe respectively their overall performance in relationship with EU programmes obtained. The main conclusion of the paper is that: Horizon 2020 compare to other programmes more the programme it is a screening device for the University performance, therefore the high performance of the university is in the positive correlation with high successful rate of obtained Horizon programmes.
