摘要：RESUMEN El producto turístico termal es una de las modalidades de turismo tradicional en Uruguay y uno de los destinos más frecuentados por los visitantes. El presente trabajo es de carácter histórico [1941-2014] sobre los centros termales de Arapey y Daymán, Departamento de Salto, Uruguay. Al ser el producto turístico termal un concepto complejo y multidimensional en este texto se opta por tratar dos de sus componentes. Asimismo, se traza un panorama de las políticas públicas elaboradas por el gobierno departamental vinculadas al turismo en los centros termales. Además, se analiza el rol que cumplió el gobierno departamental durante este proceso. En lo que hace a la recolección de dados, ésta se realizó en base a metodología cualitativa, empleándose varias técnicas. Yendo a los resultados propiamente dichos, el origen del agua caliente en las termas de Arapey y Daymán se vincula con las prospecciones realizadas en búsqueda de petróleo, habiendo un desfasaje en el tiempo de aproximadamente una década y media entre ambas. La incorporación de los atractivos turísticos en las termas del Arapey acompañó al crecimiento de la oferta de alojamiento. En cambio, en Daymán los atractivos estaban configurados previo al auge del alojamiento en la zona termal. En Daymán, el gobierno departamental interviene como oferente de los atractivos turísticos y en Arapey además participa como oferente del alojamiento turístico. Producto del análisis de los instrumentos normativos se pudo percibir sustanciales diferencias entre las estaciones termales. PALABRAS CLAVES Turismo Termal. Historia del Turismo. Políticas Públicas.Arapey. Daymán. Uruguay ABSTRACT The tourist product thermal is one of the modalities of traditional tourism in Uruguay and one of the destinations most frequented by the Visitors. The present work is of historical character [1941-2014] on the thermal centers of Arapey and Daymán, Department of Salto, Uruguay. Being the thermal tourist product a complex and multidimensional concept in this text is chosen to treat two of its components. Also, a panorama of the public policies elaborated by the departmental government linked to the tourism in the thermal centres is drawn up. In addition, it is analysed the role that the departmental government fulfilled during this process. As for the collection of dice, this was done on the basis of qualitative methodology, employing several techniques. Going to the results themselves, the origin of the hot water in the thermal baths of Arapey and Daymán is linked with the prospections made in search of oil, having a gap in the time of approximately a decade and a half between both. The incorporation of the tourist attractions in the Termas del Arapey accompanied the growth of the accommodation offer. instead, in Daymán the attractions were configured prior to the rise of the accommodation in the thermal zone. In Daymán, the departmental government intervenes as a supplier of tourist attractions and in Arapey also participates as a supplier of tourist accommodation. Product of the analysis of the normative instruments it was possible to perceive substantial differences between the thermal stations.
