摘要：インターネット，ディジタル・ライブラリ，電子ジャーナルなど新しい情報提供形態の出現に対し，情報のクリエイタ，ベンダ，アグリゲイタ，ディストリビュータなどは，コスト，知的財産権，買収・合併，ユーザ対応などあらゆる側面において従来とは異なる問題点の発生に対策を迫られている。ところが一方では，このような先進の情報技術を使いこなせず，その恩恵に浴すことのできない，あるいは情報のドメインそのものを構築不可能な個人，地域，国家の存在もある。ここでは，バッチ方式に始まり，オンライン，更にはCD-ROMを加えて発展してきたデータベース・サービスを振り返りつつ，ディジタル情報時代の入り口にある現在の諸問題と今後の予測，グローバルな見地からの情報資源開発と情報弱者に対する対策の必要を述べた。
其他摘要：Recent progress of new types of information distribution such as the Internet, digital libraries, electronic journals, makes it indispensable for creators, aggregators and distributors of information to address the issues quite different from those they faced before. On the other hand, there are many regions, countries or people who are not be able to benefit from these advanced information technologies. Considering these circumstances, this paper overviews a variety of issues in the digital age and remarks on the necessity for the development of information resources and for the support from all segments of society for people deprived of information or information technologies.
