其他摘要:While “INNOVATION” becomes a key word in developed countries, the most desirable publication system for academic articles is discussed. At present, the publication system, where the publication cost is born mainly by the readers, forces Japanese librarians to reduce the number of titles due to soaring prices, creating big information gaps among institutions. This means that the digitalization of articles as online journals does not contribute to diminish the information gaps at all. On the other hand, “Open Access”, which claims free circulation of research output, brings about the debate on whether it is rational for the authors’ side to bear the cost of publication. A new business model more pursuant to the beneficent-pay-principle is proposed, and a simulation has been carried out to show the estimated burden of both the authors and the readers when the new model is applied to a journal of The Chemical Society of Japan.
