摘要：O presente trabalho resgata teoricamente o fenômeno do abuso sexual perpetrado contra crianças e adolescentes por abusadores do espaço doméstico (intrafamiliar) e por estranhos (extrafamiliar), sob uma perspectiva interdisciplinar, possibilitando a construção de uma visão ampliada e complexa sobre o fenômeno. Buscou-se compreender os principais conceitos de violência e as prerrogativas que sustentam as discussões sobre a criança enquanto sujeito de direitos. O artigo apresenta um panorama com dados nacionais e internacionais sobre a violência contra a infância e a adolescência e aponta as principais diretrizes brasileiras calcadas na Constituição Federal de 1988 e no Estatuto da Criança e do Adolescente de 1990. Por fim, enfatiza-se a importância da estruturação da rede de atenção e de proteção à infância e à adolescência como uma estratégia horizontalizada de poder, com relações intra e interinstitucionais dinâmicas e efetivas.
其他摘要：This paper presents theoretically the phenomenon of sexual abuse perpetrated against children and adolescents by offenders of the domestic space (intrafamily) and strangers (extrafamily), in an interdisciplinary perspective, allowing the construction of a complex and broader view on the phenomenon. We attempted to understand the main concepts of violence and prerogatives which sustain the discussions of the child as a rights holder. The paper presents an overview with national and international data on violence against children and adolescents, and identifies the main guidelines based on Brazil's Federal Constitution from 1988, and the Child and Adolescent Act, 1990. Finally, we emphasize the importance of structuring the child and adolescence protection network as a horizontal strategy of power, with internal and external relations in institutions, which are dynamic and effective.
